While there quite a few existing ERP applications developed in Java, PHP, Python , Perl etc, none address the specific requirements of educational institutions. Therefore option are
- Pick an existing ERP solutions that comes closest and reasonably comprehensive, stable with an active community. Extend it to address domain specific requirements
- Very likely no single app would come close enough to address most of the requirements and therefore select focused applications for each area that and then integrate
